[BNW] Character Design observation

So, does anyone else have a problem with this whole "can only buy positive
quirks with negative quirks thing" (and the resulting 10 point cap on
Positive Quirks)?

Well, okay, maybe not a problem with the unstated rule per se, but the fact
it isn't clearly stated in the BNW rulebook.

We had to redesign most of the PCs last night based on this. Not
unreasonably, the players figured that you can buy Skills any time, but
since you can only buy Positive Quirks during character design (yeah, I know
we discussed an optional system of doing that, but the rules per se don't
let you do so), you'd better do that with your points first.

And again, even if you follow the "From Scratch" character design steps
literally, you can pull this off. During Step 2, just set aside some of
your 36 points from your statistics to buy positive quirks. Then during
Step 3, use those points _and_ Negative Quirks to buy positive points. If
you're not too worried about spending, say, 5 of those 6 Strength skill
points from your 2d6 starting Strength, you're set.

I guess I don't mind the 10-pt. cap on Positive Quirks. But I sure wish the
rules stated it... :(
