[BNW] Ties with init.

If two chars. have tied init. (both rolled a 12 say) then whoever has the
higher init. goes first. If one has a bonus to speed (a bouncer or a
speedster) would that count toward their total init? 
I think it should, cause: the bonuses apply for everything else (like str.
and wounds), and the bonues applies to init. rolls so I would think it
would apply to all aspects of init.
Sound reasonable?
