Hmm, I would think life for "normal" people has been changed as little as 
possible. No "mandatory" ID check points. No "delta" testing. The whole 
point is that this is something that's happening to "them" and not us. It 
gives the regs an excuse to be blind.
Also, remember that Gov'ment propaganda is not touting the "delta" menace. 
It's touting the "Defiance" menace. Because, if you are registered than you 
are a good guy. You work for Delta Prime. You are a defender of the public 
trust. You're a hero. Remember the gov'ment is still dealing with a legacy 
of Deltas who have quite literally saved the world. They can't bash all of 
them, esp. when they are employing so many. So I wouldn't think public use 
of Delta powers would be a "stoning" offence, or anything like that if you 
are registered, or not obviously hiding your identity (all masked deltas are 
Defiants!). Think subtlety. Kind of a Red Menace sort of thing.
