hmm i dont think so, remeber that even in a dictator ship most people are
pretty free  unless they try to go against the grain. has anyone read
farenhieght 451 (475 whatever?) or seen escape from newyork/LA? The general
populace doesnt mind being non-free its only those who go agianst the grain
and what to use thier freedom who feel the bite of the dictatorship and get
locked up in newyork.

I dont think the army is needed to patrol the streets becuase:

A: DP do a good job and can be on the scene pretty darn quick due to thier
flying suits/delta powers

B: the general populace are law abiding and content in a conservative right
wing baptist kind of way

C: the definace dosn't attack innocents, so only high profile people worthy
of assasination are in any real danger.
