Humm... I think the argument is more that BNW doesn't give enough details
for you to make a proper judgement on the course of the background. There
are small numbers of Deltas, but Delta Prime has a large presence. At first
glance that statement may seem fine, but small and large compared to what
exactly? Are Deltas 1 in 500 or 1 in 10000? Both are small but there is a
huge difference. Is the large DP presence only large by comparision to the
Definace presence, the Delta presence, or the local law enforcement
presence. None of them? What's going on? If you want a vague background to a
game you might as well just describe it to the players from some notes
you've scrawled down rather than shell out £80 plus for the same thing in
hardback with some nice pictures in.
    There is to much vaguness for a game sold on the strength of the
background alone.
