BNW, main rulebook, p. 138
Heroes get one action each round plus one additional action for every
success she gets on her initiative roll - up to her Speed.

If you're having trouble with someone using First Move, wait until he's used
all of his actions to take out the henchmen and then have the actual
villains show up and pound on him for the rest of the round.
