Just a quick suggestion - in the old champions Golden age supplement, there 
was a character called minuteman who was a patriotic speedster. Perhaps a 
character quirk might be that he only has a minute of speed per time ala 
Hourman of DC, or he...he....he...sorry lost the train of thought.
