Because the real power lies in something besides the power. It is the
Tricks chosen, skills, attributes, and how the char goes about
things. Someone who is ruthless may appear more powerful than anyone
else. They may have other resources to back them up too. Being a GUnner
is very powerful, if you have the right guns.

They work on not getting hit -- the same way as any non-combat powered char
does (Sneaks, changelings, etc).

I don't know of any limit in the rules. I also don't know of any way to
buy bonuses. You can always adapt what you want, however.
After all, we adapting BNW's rules to work for the LUG Star Trek game...
