I don't think it would be much harder then today. There is some threat of
getting caught because there are flyers and powersuits, but they are
pretty hard to come by...

Some place like Crescent city I would think it would be much harder than
today (a lot more deltas around to protect it and track it down).

As for richness. Just look up the cost of different civilian helicopters
on the web. Pulled this off a webpage in five minutes. It's in pounds, but
it gives an idea:

Of course you can always assume that the player is still paying on it. I
think our rule was that they had to 1/10th of big items down up front and
be able to make payments of a few % each month.
