If you are the GM, how hard do you want to make it?  It would depend a lot 
on the type of helicopter, but I would think that any helicopter wouldn't 
be easy to steal -- if only b/c they are expensive and their owners don't 
like parting with them.  I also have no idea if it would need keys or 
something, but it would require someone familiar with helicopters in 
general and probably at least some knowledge of that specific type.

As for buying one...I'd say they are probably pretty darn expensive (even 
more so than the Cessnas and other little planes).  Upkeep would be more 
expensive too (plus a place to put it).  You could call a dealer or look on 
ebay (someeone is probably selling one) and find out about how much they 
are.  Again, if you are the GM, think about what you want:  if you want it 
to be hard, then make it higher...etc.
