Just curious..do they want to steal a helicopter for one mission or to
have available for awhile?  I think stealing one wouldn't be all ~that~
hard for a determined group.  It's just keeping it secret that would be
tough.  (uh, bob is isn't that Channel 4's helicopter in your garage??)

Of course if the group has a phaser or teleporter stealing it would be
easier.  Or possibly have a hacker create a fake purchase order.

Hmmm...or have a forger make up the deed of ownership, or possibly the
check you need.  (alright, I'll grudgingly give the Forger a little bit
of credit in this case)

Finally, they could always ask Evil Unlimited for one.  I'm sure with
just a small down-payment and a few "harmless" favors they could get
whatever they wanted.
