One thing that I was thinking about is that there might NOT be a SWAT team
in BNW. Or at least its importance would have gone way down. It might be
replaced by a delta team instead.
If you think about it, SWAT teams are pretty rare (a couple teams in a
major) because (hopefully) they aren't called on THAT often and the gov't
doesn't want to pay them SWAT salaries to do regular officer work 95% of
the time.
So given their rarity, and how it probably coincides roughly with the
delta population, it might make sense for the SWAT team to be replaced by
a delta team that could do the job better. There are some obvious choices
for the team:
Gunner
Blaster
Sneak
Speedster
Teleporter
Phaser

So I'd suggest maybe combining SWAT tactics with delta powers. Or, maybe
that's what your planning...
