Probably, but remember, Police unions wouldn't look too happily upon the
fact that they're elites have been replaced by 'freaks'. And kennedy still
needs the cops to control the regs more than he needs to pander to Deltas by
providing them places on the police force.

I'd also add a gadgeteer for gaining them tactical information ( idea I had
for doing this was like the new Mr Terrific - Dc's JSA - has little things
called T-spheres, they correlate data, project holograms of the information
and can hover and fly into nearly any location ) , a Goliath as a human
battering ram and a charmer for negotiation. Possibly a watcher as a sniper.

Interesting take anyway. A source of information that could be useful is the
Swat games from Sierra - supposedly based on actual police training books.
