I don't consider that out of line, I was actually thinking about that
today.  Remember in their history the DW blew up the Supreme Court
Building and in the Game's history you have the destruction of several
cities.
So the attack could very well be tied into the Delta Warrors.  Of course
the resulting crack-down from DP would be horrific.
