In the Marvel comics: Freedom Force (the first team) was working for the
Feds to earn a pardon for past misdeeds, some of them were also trying to
try to make mutants look better in the public eye. The second one (which was
really called X-factor, but was essentially the same concept) was set up as
the Feds wanted to have their own super team that they could control, some
were doing for a Job others wanted to again make mutants look better in
public opinion and each had their own other reasons from trying to outshine
siblings to having fun and being with loved ones on the team. Not sure how
this team ended as I stopped collecting after X-factor went to the new team.


In BNW terms you could do this any way you want. One thing though the Fed
aspect though is that Delta prime is basically like this. You could set them
as a team that the president controls outside of DP, or have DP have a
special unit set up for more public missions. Perhaps a team of Defiants
that are set up as a DP team to try to work for a pardon...
