Kinda left up to the GM, although at Delta level I'd suspect it's epidermal.

Not sure that any Quirk would be needed to cover this.  Essentially it 
sounds like the wings just appear when he's using is power. By definition, 
most powers are automatically "Obvious" when you use them (except for those 
that simply enhance a Skill).  Flyer is one of those cases.

If the person has to keep his arms bared at all times and the scars are 
obvious even when he isn't flying, I _might_ assign it a 3pt. Quirk

One that I think Matt suggested wa sjust having a group fo Defiance Deltas 
break into a hospital to rescue a newly awakened Delta, and running afoul of 
whoever you want to throw up against them (Delta Prime, Delta Warrriors, 
whoever).
