I'd say skin deep -- well, probably a little more. In any event, the
shapechanger would have to change back eventually, and thus the pregnancy
and related equipment would be gone as well. (alhtough I'd still argue
that even if it wasn't skin deep, they wouldn't be fertile.)

I'd rule out the same ones I always do -- the more passive/less flashy
powers are allowed with the caution that they are what they are, get rid of
the ones that are too much headache to track (Time Tripper - which I
maintain is the stupidest power ever.), and I wouldn't allow too much
creating of new powers until you get a feel for things as a group.

While the scars are obvious (except when she's wearing a shirt), the wings
really aren't until use. While there would be cases where using flight
surreptitously would be desirable but impossible (due to the wings), I
don't think it is the same thing as a flyer with permanent wings or the
Aquarian's eyes/gills. If I felt generous, I'd give 3 points, but even
still I'm not too sure that this counts. (I'd probably give an annoying
NPC the chance to notice the correlation of scar to wing...)

Not all in one. I think that the Power Shield would be the way to go, or
to find a cheap copy of a Dark Champions adventure or two. With tweaks
they can work.
