Seems a bit iffy to me. The Defiance book does talk about viewing a  Hacker 
being Copied simply by being watch: I don't think there has to be a glow of 
light around him or anything to signify the use of his powers.

But Premonition would seem to be, if anything, even less subtle obvious than 
a Hacker using his abilities.
