Actually it does. Before the ratification of the 25th
Amendment the Vice Presidency was filled by the Senate
through a vote, much like if there had been a tie in
the presidental election. The 25th amendment mearly
formalized a process which had become commonplace. In
fact the constitution still doesn't provide for a
presidental canidate selecting a running mate. If the
constitution was followed to the letter, Al Gore would
be the vice president today.
