We haven't had one - caught - as of yet, but here's a suggestion that
I'd do.

Have him called out by a competitor.  Make it a big deal.  If he's a
gunslinger, he's been challenged to a gunfight.  If he's a huckster,
it's a duel, etc. etc.

It has nothing to do with the plot whatsoever.  It's someone whose
brother he killed, whatever...

All other game play and chatter ceases.  It's as quiet as heck.  You get
out from behind the GM's screen.  Have the NPC's stats right there.  No
dice may be rolled unless you it is called for.

If he survives it, he gets a little more respect - then, later, if you
catch him cheating again, you do a similar thing, but play it *his*
way.  Kill him.

If he dies - he dies.  *YOU* draw to see if he comes back Harrowed - and
make sure he doesn't.

Either way, he should get the hint that you know he's cheating.  If you
- or anyone else - catches him cheating again, call him out again. 
Every time.  Start capping his characters every time.

But that's just me.
