Have to kind of disagree with you all, cheaters are their own worse enemy as
they never know the thrill of success that comes from making that impossible
roll fairly.  I rarely make it an issue, but if it becomes one, I will take the
next important roll with their character and say that because this next roll is
important, we will both roll openly on the table where everyone can see.  

This is because I usually roll behind the screen and I have one 20 sided that
has an amazing streak of twenties, when I roll it out in the open and also it is
not loaded.  My players know I am getting mean when I pick up that Twenty.  So
if they see that I bring the "20 rolling" d20 out from behind the screen they
know that they are in for it.  (I call it my Karma dice.)  

Sometimes players need to know that you are going to be fair, building trust as
a Marshal takes time.  Someone may have issues on trust and cheat, others may
not be able to lose, others a need to feel in control.  If some people were in
John Goff's game, they might take his Killer Marshal status an being an unfair
abuse of a Marshal's Power.  I don't believe this John, but this is what I have
heard over my 25+ years of gaming about Killer Marshals.  Cheating is usually a
symptom of some other issue involving that person, so I generally ignore it.

I game for fun however, fun for me and fun for the players.  If my warning from
openly rolling gets ignored then I talk to the person, privately.  I don't go
from the aspect they are doing wrong, I ask if there is a reason they don't
trust me as the Marshal.  Are they afraid I am cheating behind the screen, does
that make them uncomfortable?  I try to get them to realize that there is no
reason to cheat.  If that doesn't work I give them one more chance and tell them
that.  Then if I or another catches them they will be asked to leave.
