The fate chip issue i have a chart in my plot notebook and i write down everones
chips at the end of each session and hand em back out next session. I also will
have a player or players just roll a set of dice and i have a random number in
mind maybe its high maybe its low but you have to hit the range to make the
roll. This keeps anyone from cheating as well as from using a die that always
rolls high or low.

If someone is constantly hikingup damage rolls just cut em in half before
applying them and keep your totals to yourself
