Los Ojos is kind of a special case. He's technically classed as a Blessed. 
This is due to two tattoos he has on his hands, which he got from a grateful 
Indian shaman for hiding him from persecutors. These also allow him to see 
(he's otherwise entirely blind).

His powers stem entirely from his tattoos, and if he loses them (by having 
his hands removed, for example), he loses his powers. The powers he has 
listed are all miracles, but there is no reason why you, as Marshal (nee God) 
couldn't let him have anything you wanted him to.
