Maybe "Marshall Fiat" means something different to you, but
to me, this is whenever the Marshall uses the rules and/or
his power to change the course of the game.  Whether it be
a bend to keep an NPC/Player alive or an eloquent use of
the rules to say, "Time Passes," it is Fiat, nonetheless.

He was kind to let you choose your card!  

All this said, I'll stand by my OPINION that except for
