Okay - they did clarify this one in the second edition.  Spook now has only
the active part - which causes everyone viewing the caster to make a Guts
check, TN determined by the level of the spell.

Level - TN
    1    -  3
    2    -  5
    3    -  7
    4    -  9
    5    - 11

The spell is speed 1.
