Actually, this is what I was thinking.  Let me see if I can phrase it better.  No one can move faster than thier pace without making a running roll.  No once can move faster than twice thier pace, withour SERIOUS mojo.  With that in mind, they will be able to accelerate (not entirely accurate I know, but who want to do derivatives in the middle of a game... hell ever!) based off their quickness.  That is why the table was based off of quickness.  Still, the original pace limitations would apply.
