It's a great idea.  One of the reasons I like
Shadowrun so much is the sort of gritty, conspiracy
behind every door, but not over the top feeling.  (The
other reason being Earthdawn.)  

This looks not only well thought out and very
coherent, but it's in a fantastic system and it
supports the horrific "no really, you don't want to
know!" feel I like from horror.
