Infernal Devices: A Mad Victorian Fantasy by K W Jeter (out
of print, but I found a copy through
http://www.bookfinder.com). It's set in England and it's a
few years (1850 or 60 if I recall correctly) before the
Deadlands period. But it's still a good read and it gave me
a few good ideas for my Deadlands campaign.

The Difference Engine by W Gibson and B Sterling. Again a
little earlier than Deadlands but still good.

How Few Remain by Harry Turtledove. The story of the second
American Civil War. Right time period too. Also, check out
The Great War series.
