*Especially* the Marshal's book, as core rule books are generally "loss
leaders".  That is to say, the publisher turns little to no profit on the
core book, but it acts as an entry point to build a customer base to sell
the more profitable sourcebooks to.  It's kind of like getting that first
hit of blow for free.
