You seem to keep mentioning the Agency.  If it's people in the South that
are trying to find this Shaman, wouldn't it be the Rangers trying to find
him so nobody finds out the secret about Davis?  The Agency wouldn't have
quite so much vested interest in keeping that under wraps, though it would
keep the Fear Level down for people to not know of the skeleton in the
President of the CSA's closet.
