Alex,
use some of the actual timeline, and then give it a bit of a twist.

I am just an american so please forgive any spelling or factual errors.

Now the Franco Prussian War has been over for about 5 years.  Or HAS it???

Von Zeppelin was an observer in the American civil war.  Maybe the real Von Zeppelin died over here and was inhabited by a manitu.

Maybe Bavaria is opposing the unification movement and this person is overseas observing and recruiting assistance against the Prussians.

Perhaps the Germans are nervous about the "new science" coming out of the americas, and this character has been sent to investigate.

just some ideas.
