On Windows, try HTMLKit (http://www.chami.com/html-kit/)

It is basically a text editor (you edit the HTML code), but with some
automated parts, like tag completion, ability to see the directories
structure, to open a file through ftp... You can also have a splitted window
with the code and the html result page at the same time.

It is really good, even if it needs a bigger computer than notepad. On the
other hand, the said computer is probably what you have.

And just in case you wonder, it is free.
