During PC creation how do the VotWW bonus points get spent?
Are they used like character creation points or bounty points with respect
to how they update skills DURING PC creation?

In other words if I already have Shootin' Pistol at 3 and I raise it to 5
does it cost me 2 of my bonus points or does it cost 9 (4 for raising it to
4 + 5 for raising it to 5).
