Unless you had specific plans for the posse confronting the Baron or one of
his Higher ups, I'd have a tenuous link of clues that served the purpose of
moving the posse from adventure to adventure, with several distractions and
red herrings along the way, which then may or may not, ultimately lead them
to the Baron

Before my campaign derailed (haw-haw), I was starting to introduce the Night
Train as a recurring encounter, with the hopes of building it up into a
grand search and destroy mission, with the hopes that the posse would try to
trace its origins.  That *was* the plan, but then Grad School happened...
