I had this problem before with a "reluctant" hero. As for what to do, be
sneaky about it. Watch for mistakes. Have a flight of angels show up
wherever they are staying and say that someone saw them run out of an ally
where a body was found. This may give them enough of the shakes to realize
what they've done. If you're players are anything like mine, they may not
have many points in bluff.

Also, if they make a habbit of this, then stop treating them like heros.
Have a few bounties placed on their heads (personal favorite). Reputation
works both ways.
