Here's one thing that oculd be a compromise.  When a player does a
phenomenal job describing and/or roleplaying his actions (this would work
better on social interactions like bluff or tale-tellin' than on the
physical like Shootin'), the Marshall throws him a chip for roleplaying. 
He can use that chip on that action alone as if it were one better than
it is.  Otherwise, he can keep it, and it's just a chip.  That way, he's
rearded for good roleplaying, and gets a better reward for it being
topical.
