Theres your answer right there.  If the load of combat is not being
distributed evenly, neither should the chips be.  Assign a fate award
for each piece of the encounter.  Ever two zombies killed is worth a
white chip.  Each Veteran Walkin' Dead is worth a red.  Something like
that.  Toss out the chips as each person kills an allotment of the
baddies.  Those that are hiding and not fighting won't be getting combat
chips.  Aside from that, still toss out chips for roleplaying and such.
The roleplaying rewards should end up being even all around, but the
combat chips will favor those whose took part.
