Definitely Dixie Rails! DR is the only one that's got blatant, obvious
government ties.  While not as cool as Bayou Vermillion, DR makes a lot of
sense. I can see even a low-level contact (a regular railroad employee,
not a high muckety-muck) being able to occasionally push his compatriots
sense of patriotism to help get the ranger cheap travel or otherwise bend
rules. Bayou Vermillion has way too many residents that a Ranger shouldn't
be dealing with unless it's too shoot or recruit.

But that's my two cents.
