I wouldn't even target the other Grim servant.

It's not like it's always that the bullet misses and hits someone nearby - 
though that's one way it could happen.
I've also treated the chipped off damage like a "damage bank", that I pay 
out at bad times.  Instead of wounding people all around, I build up some 
damage and then just flat out kill the nearby schoolmarm, spunky kid, wise 
old geezer, earnest young newspaper reporter, etc. etc.

For a good roleplayer, GSoD is a real disadvantage  -  the look on the 
player's face as he chips off damage KNOWING that someone nearby is gonna 
get it. . . is beautiful.
