As things are now you want to have an even skill level, the number of
1:s needed to bust on an even number is of course (X/2)+1, the same
number of 1:s are also needed for a bust with X+1 dice and with X+1
dice the chance of getting (X+1)/2 1:s is higher. So, from a strictly
bust avoiding perspective you always want an even skill level.
Example, with a skill level of 6 you need 4 1:s to bust, you also need
4 1:s to bust with a skill level of 7. Assuming you use D10:s there are
10,000,000 possible outcomes (aces are not interesting, they are merely
"not a 1"). Without regard to order there 35 (pick 4 out of 7 or 7 above 4)
combinations that bust. This means that there are 3 dice that can have any
value (including 1) so you have 35,000 outcomes that bust, that is a 0.35%
chance of busting. With 6 dice there are 1,000,000 combinations and 15
combinations that bust (6 above 4), leaving 2 dice free to take on any value
and a total of 1500 combinations that bust, or 0.15%. From a strictly bust
avoiding perspective it is better to have 6 level in a skill than it is to
have 7
levels.
