Yes in D20 the blessed have a number of skill points that they spend 
and they make a roll based on the faith skill that they have a number 
of ranks in. If they meet a predetermined target number they cast the 
spell.

Ummmm... I am not sure but I think so. What exactly does the protection 
miracle do? It may or may not be covered in the current books or in the 
much anticipated upcoming Way of the Righteous to be released in 
November. Most of the protection type spells are listed in the 3E 
Players Handbook and range in type (evil, undead, good, chaos, etc.). 
Although sanctuary protects you from anything that you dont attack. I 
am pretty sure most of the spells are covered in the open gaming 
license if you look them up.
