i have currently two ways of solving this. 1:making DAs faster, 2:making SAs slower. i dont recoment using both, its double action pistols way too powerful.

1:with a double action pistol ready when u full-attack, u can make one attack with it per round than u normally would. however should u choose to take this extra attack, ur hurried pace gives a -2 penilty to all attack rolls that round. if u have 2 DA pistols ready, u can take 2 extra attacks(in addtion to extra attacks from having two guns in the first place,) but the penilties stack(-4 to all attacks that round, in addtion to two-weapon penilties).

2:cocking a single action pistol is a partial action. if have proficency with the gun it is considered to be cocked while its being drawn("draw and cock" is 1 partial action, it'll be a free action if you have the quickdraw feat). this is so SA pistols and DA pistol are equal in duels, but not conventially shootouts.

2a:if u have at least +1 base attack, u can get a feat called quickcock. if u have this feat, u can cock a ready SA gun once per round as a free action. u may cock it addtional times per round as partial actions. gunslingers can gain this as one of thier bonus feats. it may also be gained multiple times, each time allowing a gun to be cocked as a free action per round(ie. if u gain it twice, u can cock a gun as a free action twice per round).

2b:with a gunplay check, DC20, the gunslinger may atempt to cock a ready SA pistol as a free action. if he should fail, he may not atempt to "quickcock" again until next round. in the intrest of not guming up combat, a gunslinger may take 10 on this check, unless shaken, staggering, of otherwise jittery.
