Offhand, this could be intended to represent the newness of the 
Mounties that I've heard is a major element... In the Deadlands time 
period, their aren't enough to really need more than a few lower ranks 
until you get to the NPC-Only 'Rank 6' types that sit at hime, write 
orders, and fill out reports.

Well, I guess it WOULD be in-genre. Hopefully I'll pick up GWN soon, 
either by a trop to the local game store or a PEG order I'm cooking up.
