         I covered this in _Tales o' Terror: 1877_, so here's the official 
scoop.

         The Confederacy and the British Empire are already tight, and 
becoming still closer allies by the day.

         As for the French Empire, Napoleon III is personally quite 
sympathetic to the South, and he recognized the Confederacy right after the 
British. However, the South is not happy about French activities in Mexico, 
and the French Foreign Legion troops there are openly contemptuous of the 
CSA's borders. This complicates things a bit, but the French are still best 
described as Southern allies, even though they're not willing to intervene 
militarily like the British.

         The North has both Russia and Germany (nee' Prussia) soldily in 
its corner, but they are far from committing their own troops to the War 
Between the States. Even if they were disposed to doing so, like the rest 
of the world, they are at the mercy of the Royal Navy once their forces 
leave the Continent. Thus, their support is strictly of the moral variety 
for the nonce.

         Could this all blow up into a nasty global war? Well, I threw that 
plot thread out four years ago and no one picked it up, so I guess the 
answer is "no.";-)
