It was something on the web page submitted by a fan (sorry--don't remember who). It's a neat idea, but not for everyone. Many get upset if the Fate Pot contains something bad, so I've never made it official. It'll turn up in an Epitaph at some point as an optional rule for groups with particular mentalities.
