It needs to be something that can be a definite liability if (when) it is 
cast at a less than opportune time.  The whole drawback of being a tempest 
is that you run the risk of ripping of a hex as an involuntary reaction to a 
failed surprise check.  If that just makes you, say, accidentally 
corporeally tweak yourself, where is the liablity?  Now texas twister, or 
firestorm, thats more like it...
