Outlaws and anti-heroes are as much a part of this genre as a Law o' the
West-abidin', silver bullet-shootin' Texas Ranger or a square jawed, fair
handed Marshal who's quick with a shootin' iron. The Deadlands rules /do/
expect your posse to occasionally be peopled by outlaws (or there wouldn't
be the Hindrance), but as a Marshal I would be very conscious of giving
the posse chances to still be agents for the forces of Good -- they're
still going to need to kill monsters and whatnot, for their own good,
though that will occasionally help the local town, too. Yes, they can be
inadvertent agents for Good, but you are correct in saying that the
Deadlands materials are written assuming that the posse will be working
for the side of Good.

And outlaws always have ties to family, friends, people that owe them
money, or whatever that can tie them to to many plots where they don't get
to just be "bad."

Just make sure that there is a price paid for being the bad guys from time
to time.

If you can make a two-posse idea work, good for you, but I can't even
imagine the logistics.
