I don't think it was unfair at all, actually.  We, the
party, had been dorking around and dragging out things
we should have dealt with quicker.  If the players can
hoard chips, it makes sense the Marshal can, since he
has more people to spend his on and gets one draw a
session versus x players each getting a draw.

Plus, it felt GOOOD when we finally dragged them all
out of him.  :-)
