Now THAT is reeeaaally dirty (at least in my opinion), but I've certainly 
seen it in other games where the person in "the big chair" does things that 
clearly (and in some people's minds unfairly) disadvantages the player 
group.

Personally, my approach as the Marshal favors the "got 'em, use 'em" 
approach to chips.  I like to cycle my chips quickly (but smartly, not just 
every chance I get to pop a chip).  After all, everyone gets more next time, 
right?

The seedier side of this is that it can sometimes drive the posse to spend 
their chips, too.  ;-)
