Hexarcana specifies that you can only use it on bullet that have been 
fired, since a unfired bullet just don't have enough weight to do any 
damage.
I delive the power allows the martial artist to redirect the energy of a 
fired bullet at the target he wants to throw it at, but thier ain't no 
reason why Shan Le can't carry around a two shot pocket pistol, and then 
shot it into his hand to then throw it.
Or perhaps a pocket pistol with the barrel cut down enough so that the 
emerging bullet is shooting right out between his finger ready to throw.
